Picked it up this afternoon. It looks like a 1981 or 1982 Raleigh Reliant. Made in Taiwan labeling, with no visible / remaining Rampar markings. A lot Raleigh branded Suntour bits (V GT rear / 7 front / stem Power Shifter), and unmarked sidepulls that look a lot like Dia Compe from the era. Weighs a ton and a half as it is right now. It's a bit grimy, but the paint is in really good shape. I'm thinking of making it a parts bin winter project for the spousal unit, and I suspect that I could likely drop a good five pounds off it by replacing some of the myriad steel bits with even middling alloy equivalents. Got it for the tidy sum of free, and it'd be a relatively painless way for her to find out if she even likes road bikes.
