That is a '73 World Traveler. The ladies' model came only in a very small 19" frame. The saddle, handlebars and brake levers have been changed from the original drop-bar style to a tourist style and judging from the parts used (period correct Schwinn) this was probably done by the dealer when the bike was new.

These were priced in-between the Varsity and Continental that year. I personally think the asking price is too high, however it does appear to be in good condition. Before paying anything close to that I'd make sure the small size is suitable.
