I'm not sure what I'm missing, if anything. Based on the bill, anyone 16 or younger would be required to wear a proper helmet and there would be a fine if in violation starting one year after passage, though it can be a "fix-it" type ticket where the fine is waived with proof of purchase of a helmet. Fines go to a safety program to provide helmets to low income families. A bike rental business must provide a helmet (which they most likely already do), with bike share programs being exempt.
