It is a 50 or 52cm frame, more suited to riders 5'5" or less in height. Front wheel is not original as it is not a high flange hub, neither is RD.
If it needs work, like the disclosed brakes, ir likely needs a full overhaul of all bearings. An overhaul would cost $150-$200, so the bike is worth about $50-$75.
