It comes down to preference. A cheap, non-waterproof rack trunk + garbage bags clearly works for some people, especially those comfortable with the relatively short lifespans of cheap products.
With my Ortlieb panniers, I also have the option of picking up groceries or doing other shopping on the way home, without having to pack extra plastic bags for anything I suspect might get wet in the rain.
