The quick-release is effected by squeezing the brake pads together with your hand while un-hooking the transverse cable with your other hand.

Re-assembly is the reverse of this. A too-tight cable adjustment can make cable removal and re-installation more difficult.

I am just now also noticing the levers have a quick-release latch built into the lever itself, in front.
Swing the little catch to either side, and the lever can then retract more fully into the lever body, slackening the cable 8-10mm or so.
It's one of the simplist, if less-elegant designs, but works quite well.
