Looks like it might be something along the lines of a PX-40 or "Gents Tourer" PE-41. You can find examples in the French & UK catalogs on the link noobinsf posted above. You'll be looking in the mid-to-late 1970s, judging by the decals on the bike. It would really help to see details of the drive side to be more certain, like derailleurs, crankset, and such.

I don't think it's one of the ubiquitious UO- or AO- models since it doesn't have the "Aztec" style head tube lugs.
