Construction and paint looks very much like the UO- bikes. Actually more like the AO- versions of those bikes since it doesn't have chrome 'socks' on the fork. This bike has stamped dropouts like those, but the AO- and UO- bikes had "Aztec" lugs on the head tube. Looking at pics online via Google image search, it seems the PX-40 and PE-41 may have also had Aztec lugs.

Some of the original components have been changed out, which may ultimately make ID impossible. (Along with lack of documentation for Australia-bound models.) The frame and fork appear original, and probably the headset, shifters, and brake calipers. The rear derailleur, freewheel, and wheels aren't. But beyond that, who knows?

If you've got a caliper handy, measuring the seatpost diameter might yield another clue. And is there a shim to fit the seatpost to the seat tube? If the seatpost is original, AO- and UO- bikes would normally have had a shim and a skinny post.
