Believe you can use these as a first or second layer. The top you cold wear as outerwear (pants too I suppose but it might look a bit odd). There are just so many different options for clothing. You have to figure out what works for you. My next piece of clothing for touring is going to be merino wool (non-itchy, non-stinky). You might consider going unlined on the u-wear also and building warmth on the mid layer.
