Between Merlin cycles, Pro bike kit and Wiggle, you'll have a hard time of beating these prices. You just need to decide which pedal and cleats will work best for you. You'll notice some have a strong preference based on their experience. Each have their own advantages/disadvantages.
Although Speedplay may be the easiest to clip into, they're also are a bugger to clean if you walk through some mud/dirt/debris. I've been a shimano guy and find them easy to use, cleats are inexpensive, don't pick up crap, etc.
