Might have to double up- you could use a carpet remnant + trainer mat or similar.
I use a kinetic trainer mat myself, but am lucky to have solid cement floors in our apt.
I did see some inexpensive interlocking puzzle piece gym flooring stuff at a Walmart recently -looked like it would work well for a trainer. Was in the fitness dept. made by either Golds or Everlast I think? Black material. Maybe something like that could work for you?

edit-a tire without much tread or a slick would be quieter, not sure about vibration though.
