2000 Univega Modo Vincere (new to me)

Not classic, not exactly vintage Univega Modo Vincere I picked up today thinking it was way too small for me. Purchased purely for its Campagnolo Veloce Group set and near mint wheels and mint Continental GP 3000 tires, not to mention the saddle. After raising the saddle it seems to almost fit me and actually rides pretty good. Seems the front fork was upgraded from a Univega Saber aluminum to a Kinesis if Bike Pedia is correct? The frame is Columbus Thron. It is not very heavy at all. Seems like a decent bike.

I was after the parts. The Veloce seems to shift very well. The seat bag had a tube, a C02 kit and a nice multi tool in it. The frame is in great condition with a few paint chips. I am not sure what to do with it? LOL

Now for the questions.

How do I measure this frame? Center to center I get 52 cm. Center to the top of the seat tube I get 56 cm. The seat tube and head tube both raise a bit high off of the top tube. I ride a 60 cm frame.

I thought Univega was a Japanese brand? This bike has a sticker that says made in the USA and foreign components?
