I do a lot of riding in that temperature range this time of year. For 45F, I would typically wear the following (bottom to top):
wool socks
shoes
toe warmers
bibs
polypro tights
thin polypro or merino baselayer
longsleeved jersey
full finger midweight gloves
windvest
Notice there's no cotton.
