I think thats all correct.

GPX replaced Cyclone, i think. If not, its upper mid level. Think above 105 but below 600 in Shimano terms.

It has the ideal color for a higher price. It has good tubing, but not the Columbus name to go with the Bianchi name. And it has a solid group, but that group is completely extinct and cant be upgraded, which is a negative.
Oh, and it has 27 year old housing, cables, grease, and rubber which is a huge negative and will cost $50-125 depending on who does the work and options chosen.

I would pay maybe $250 for it because of the work and costs to get it in good shape.
