You're overthinking it. Basically you're looking for point data on weather/wind conditions on any given ride, right? So you can look at a given effort on a segment and know exact windspeed/direction?

I'm sure it would be easy for Strava to link general weather data for a given day to every ride, but that information usually comes from TV station buildings or airports or whatever, it's just a few locations in any given area. Winds can shift and gust so just knowing the current conditions doesn't really tell you everything you'd want to know. Too many variables.
