Nope. The clamp just goes above the little bump. They come in all different shapes. Many bikes don't have them at all, as well.
I'm not an SIS person, but I think I've only seen braze-on or stem mount SIS shifters. Others will know better. I suggest you start a new thread if you're on a quest for such a beast.
