thugpipe, stiffness doesn't make as much difference as people usually think, but I bet that would account for a lot of the difference between your two bikes you mention.
that could be the case though I have found the silvertip to be the stiffest framed folding bike I have ever ridden being a true diamond frame. the two are very similar in form but there are a bunch of subtle differences that i think contribute to that sluggishness, the aluminum frame verses the steel, the dahons slightly shorter steering trail that makes it a little more work keeping it steady, the rear wheel half radial lacing(gotta change that), and I think a few of the other geometry differences like seat and head tube angles effecting the relative positioning of the bottom bracket.
