There is a track in Portland, although I'm not sure it has the smoothest of surfaces.

Kenda actually makes a 200 PSI, 22mm Tubular.

It looks like Continental has a 19mm Tubular rated at 220 psi.

The Vittoria Open Corsa 20 is showing 145 psi. I don't see the pressure ratings on the other tires.
