I do, but I live in a fairly low-crime city. I've had three bikes stolen in the last 40 years, but so far I've never had any accessories/tools taken. And two of those bikes were taken out of unlocked garages, not somewhere I'd ridden and then locked them up.
Where I carry my tools depends on the bike. On my bikes with racks, I keep a small tupperware-esque container in the bottom of my pannier that has my tools and spare tubes. On my bikes without racks where I use a backpack, I keep them in a seat bag.
