now that its winter i've retired from riding. but during the summer a really good time to go biking is at 10pm where its cooler. or the time where i had 2 months of no school or work; bike ride at 5am during sunrise. you get the city to yourself (or at least in my city, pop. 170,000) you can ride in the middle of main streets without much worry and its just great, the air is fresh. then go to sleep when you return from your ride. wake up in the late afternoon....bleh bleh..repeat. that was an awesome summer.
