The derailleurs, shifters and brakes are 2nd generation 600, known officially as Shimano 600 EX and colloquially as 600 Arabesque. The hubs might be 600 EX too, but I can't tell from these pictures. The crankset and headest definitely aren't 600 EX.

Veloclub was a brand of Velo Sport which was part of the Procycle group. Based on all the component clamps and 27" wheels, it is an entry level model and appears to be from the early to mid-1980s. If the components are OEM, it should be pre 1984. The aero levers are definitely out of place for the 600EX calipers.
