Ser# is almost always under the bottom bracket. That is between the cranks. Turn the bike upside down and use a flashlight as it may be burried under paint. You can often angle the light and manage to read it.
You should be able to call up a Raleigh dealer and get an owners pack from them, they are pretty generic.
If you want to put it together yourself, get one of the bike repair manuals, like the Park tool or Clymer. Be prepared to at least get some screwdrivers and an allen wrench set.
