In your budget and a great bike. I am taller than you. I am a little less than you. It's brand new. Find a retailer close to you, most will throw in a bike fit and free check up. After my first 6 weeks of riding I had a tire rub. Took it back to the store, put a new spoke nipple on, trued the wheel and I am back at it.

I recommend against that bike - the rear wheel has a freewheel and not a freehub which severely limits its durability. A used bike of better quality is probably a much better idea.
