It's sad you can't afford a car.

Often I've seen it's the mindset and the use of the bike. I'll be using my bike as cyclocommuter and pleasure riding vehicle. If I go to Honest Hal's Used Car Emporium, I can get a 5 year old clunker for $10K and pay $1K a year for insurance or I can go to Litespeed/Seven and get a sweet ride with $0.00 annual insurance costs.

If you want to keep you current car as backup, you can get reduced insurance rates for the limited miles you drive. Since you're only using the car as commuter for bad weather, and most of the time riding, that's a nice inbetween solution between only using a bike as a commuter in all weather situations and using a car only and suffering cardio system degeneration.
