It's called an actuator plate.In a non coaster brake hub, it performs a non vital function. You can put the hub back together without it, but you may find that you can't back pedal in 3rd.
The loose broken parts probably prevented the clutch from engaging on the planetary carrier which would cause 3rd gear to not work.
In a coaster brake hub, that part is vital.
