Does "original" matter if it's not collectible?

Behold this Super Le Tour:
Vintage Schwinn Super Le Tour 58cm 18 Sp Super Clean

SFAICT, it's a 1981 frame. Not the nicest year for this model, hi-ten frame & Altus LT shifting. But then you see that it's been given a Cyclone RD and the Sugino AT triple, and maybe you get a little more sympathetic. Still, what to make of it? Is someone just going through the parts bin? It doesn't have that look. Was it maintained and upgraded? Which owner put on the nicer parts but then which owner put on the townie bars?

Would you offer less for this bike than you normally would, because it's not original, or more, because it's upgraded?
