It's a very poor picture but it's definitely not 1970s and appears to be circa 1983-1984. The presence of down tube cable stops with stem shifters and a stamped rear dropout with a claw mounted derailleur indicates an entry level model. It's most likely a Bianchi Standard. I don't recall seeing these catalogued in sizes larger than 25".
