And "eccentric" is usually a term to describe a rotating circular fitting with a detail that's off center. So as the fitting is rotated this detail changes it's position WRT the housing the circular fitting is held within. On bikes this is typically a BB. So as the fitting/eccentric which contains the detail/BB is rotated within the frame shell the chain can be tightened or loosened. Tandems and some single speed bike use this design.


The bike referenced has a curved stay to allow for greater chain clearance. An attempt to reduce chain slap with the stay's top surface. Andy.
