When is 3/16 actually 1/8?

Building my nutty Italian, I had a bad set of Campy Athena headset bearings and went shopping for a new set.

I bought "HS-HD110 3/16 bearing balls" and waited with bated breath! Well this showed up, the bearings are 1/8.

I thought, no problem, mis-packaged! Well every other picture of these looks exactly the same from other vendors.

From the pics you can see my old bearing is huge by comparison. It measures 3/16!, the replacements are 1/8.

So I am wondering what the 3/16 measurement on the package is referring too? Thanks
