Pads make a big difference. Some pads have really high "initial bite". Others grab more progressively. It has to do with the compound and hardness of the rubber.

Kool Stop dual (salmon/black) seem to strike a nice balance for me on my fixed gear bike. My road bike seems to do better on full salmon.
