I have a set of waterproof Nashbars. I find the plastic stiffener isn't quite stiff enough. I like to mount my panniers pretty far back and the rear pouch will sometimes swing into the spokes (noisy but doesn't cause any crashing so far.) I have no problems when I mount them just a little further forward, and so far, no heel strikes.

Personally I like a lot of pockets to keep things better organized----on a loaded tour, I don't want to have to search around in a single main compartment fro the one thing i need Right Now. On the the other hand, if I was planning another really serious tour, II wouldn't use the Nashbars anyway---I'd splurge for some Arkels.

For what you describe, the cheapest is probably the best. That was why I bought the ones I use (frequently, for around town use) currently---big sale at Nashbar.
