No, it goes by where you have primary residency...which is the US for me. The irony, I suppose, is that I need the international license in order to race in my home country (Canadian RR championships and BC Super Week). Even more bizarre, I have to apply for it through USAC, rather than Cycling Canada. (And I have to make extra clear that I need the 'CAN' country code, so I can race in the CDN championships.)
