I'd place it very early 1960s and definitely high end. As noted, the water bottle bosses are a later addition and the headset style is incorrect. I'd expect chrome under the paint on the head lugs, fork crown, stays ends and blade ends but don't see any signs of it. Perhaps the chrome was very bad and stripped prior to the repaint.
