Before talking about lawsuits and etc... the first thing is to find out how bad the person is. Superficial? Scarring?

The police report (and animal control report?) would be important. Around here, a victim of a dog bite can request that the dog be put down which may apply here.

It does sound like the neighbor was likely sorry for the event, and tried to be as helpful as possible. That should count for something.
