I would disagree - depending on who you are.

Tires = $25-$50 ea, or $50-$100 total
Handlebars = $35-$60+
Basic Pedals = $25-$50+
Saddle = $50-$100

While enthusiasts may have no problem dropping $500-$1000 on a brand new bike, and then another $200-$400 the next day to take off brand new parts and replace with other brand new parts, your average recreational buyer would likely be way happier finding a bike with all of the components to their liking to start with and saving the hassle and extra cost of rebuilding a brand new bike.
