Stayed safely back until we were past the groups of people. Should've mentioned that when I chased him down the road ahead was clear. My bad.

The Arkansas River trail is a combination of closed, paved roads, and actual public roads with cars on them. It was made for multi-use. The section he was on just so happened to be closed section. Everyone just calls it a trail

Also, I might mention, the section he was passing super close to people on, was as wide as a two lane highway. He had plenty of room, but still chose to pass within a couple of feet of others.
