I live in Rochester about an hour east of buffalo. I've seen that on craigslist too. You can tell its electroforged by the joint between the seat tube and seat stays. Most likely a Continental by the chrome fork, as others have pointed out.
The price is straight up nonsense. If I was in the market for a brown continental I might pay 15 dollars for it. Wouldn't go any higher. Another one in better shape at a realistic price is sure to pop up. Theres literally 50 million of them out there.
