I'm 5-10 and on a medium. REI suggests 5-6 to 5-9 on a M, 5-10 to 6-0 on a L. It'll probably be too big, but fit is personal.
And yes, the bike comes with 17mm rims and 40mm tires, you can fit 28 to it.
