I've found -18° C/0° F riding quite tolerable but when one stops & muscles aren't producing heat it's easy to catch a chill. For touring in that temp range I'd recommend investing in plenty of good clothes & taking more than might seem necessary. I've seen photos of folks, including school children, in a northern Finland town who ride year-round even in -32° C/-25° F. "Sisu", as they say.
