Maybe, but I don't see any of the typical little touches that Losa usually added to the lugs and other bits in the known frames he built for other brands (often a sort of "kidney/teardrop shape or something that resembled a stylized "Y" or "T"). Plus never seen that exact BB shell hole pattern before in any of his "known" frames. So my bet would be "not likely" but anything's possible. looks like a quality frame whoever built it and with a 27.2 seat post coud be at least a "tre-tubi" of SL or equivalent. Did you check the steerer base interior for "rifling"?
