Thanks folks for all the good (and even some of it mediocre) advice.
I was able to successfully adjust both bikes’ brakes. One required backing out the static pad and readjusting the cable throw, the other required re-centering the caliper over the rotor.
And more importantly I’ve learned something and added value to my pay-grade as the maintainer of our ever-changing fleet.
