Is it actually the rim tape of old with adhesive? Or the things I'd call rim strips with no adhesive that some makers call rim tape?
From the dust or talc on the tube patch it looks like the hole was centered on the spoke channel and right on a spoke hole. Double wall rim right? So if this is what I call a rim strip, then it moved during the installation and exposed the spoke hole.
But maybe other things caused the marks I'm seeing. So you'll have to help us out more.
