Here's a picture of the underside of the bottom bracket. Is that indecisive C shape the cutout that you are referring to?

Sorry I can't help with the other questions as the bike came complete except for seat post, saddle, and pedals. Although assembled, every nut, bolt, and screw was loose. It seems the seller just put it together to sell a complete looking bike.
