As far as I know, (remember), Cannondale came in to existance as a bike maker (they were previously a bag and accessory maker) with fat tube aluminum frames.

So, the simple fact that it's a steel frame, should rule Cannondale out.

In any case, construction details are more helpful than a serial number.

If it's steel (check with a magnet), is it welded or brazed with lugs? That's the starting point, then the details of seat lug construction, and things like the brake bridge and rear dropouts are most helpful.
