I made one from a scrapped rear qr hub. I used one cog and a bunch of spacers to get the chainline right. It also doubles as a dropout protector and chain holder when I transport the bike with the wheels off.

A friend has made a couple of them from salvaged rear derailleur pulliys and seatpost qr clamps that works very much like the one in the picture.

Cost in both cases was zero.
