I'm working in the Netherlands for a couple of months and could use a bike. I've found a Peugeot super competition on a local resale forum, but I don't know enough about vintage bikes, individual components, or the local market to know whether I'm getting a fair deal. The seller is asking 400 euro. He says the bike includes the following components:

- Mavic Module E wheelset with new spokes and cassette
- New old stock Shimano arabesque crankset (with original box)
- Shimano 600 Arabesque groupset
- New Brooks c17 cambium carved saddle
- Brooks saddle bag
- New handlebar tape
- New chain

Is 400 euro in the right ballpark? Is there anything more I should ask the seller to assess the value?
