Not a Jari, but close.....
I can't speak for the Jari, but I bought a Fuji Cross 1.7 Cyclocross 2017 bike for my son this last x-mas & they appear strikingly similar. It was on sale for ~$899 @ Performance, yet its spec sheet appears to be the same as the Jari 1.3 you posted...except that it weighs a bit less than 21 lbs. I took it out for a spin & could find no fault with it. It did everything well & was confidence inspiring on dirt/gravelly paths. I don't know how different the geometry is & that would be the only question that remains.

Edit: Sorry, I don't think the Cross 1.7 is equipped with any accessory mounting options... likely a priority for you; but hey, for the price, it's a lot of bike.
