That type of derailleur uses a single threaded water bottle boss-type mount on the side of the seat tube as seen here:

If your frame doesn't have one, you can either have a Riv-nut installed or have a boss brazed on, which of course will ruin the paint. If I were you I'd find a clamp-on derailleur and sell that one to someone who needs it. I have never seen a clamp-type adapter for that kind of derailleur.

By the way, what year of PR-10 do you have? I would be rather surprised to see one without metric tubing.
