I'm sorry, but yes they are. Dogs in a group have strong social hierarchy with clear leadership and pack behavior is instinctive.

One small dog will demonstrate in front while another circles behind. This is very common behavior.

Or one will sit or stand as a decoy while others hide out of sight. This is less common but it has happened to me.

Again, I talking about rural farm dogs, not well heeled urban fru-fru dogs.
