It is alloy. It is a huge spacer between the headset and stem but I'm unfamiliar with the rules when it comes to these things. That is a 60mm spacer between the headset and stem, and 25mm of spacing between stem and stem stop cap. Here is a link to the fork.

...so after a lot of google searches can't really find anything concrete in this regard. Seems like for alloy it doesn't seem to matter too much, but for carbon 50mm-60mm of spacers on a carbon steerer tube is the max...some say 35-40mm as well. I can't find a concrete answer for an alloy steerer. So if a Carbon steerer is 60mm max, and I'm currently using 85mm of spacers...is that ok for an alloy steerer? Hmmmm...
